Principals of the Firm

Mr. David W. Sminchak, P.E. is President and Chief Executive Officer of the firm and serves as Chairman of the Board of Directors. Mr. Sminchak has a Bachelor of Science degree in Civil Engineering and is a Registered Professional Engineer. He has over 30 years experience in the administration, design and construction of highways, bridges, underground utilities, drainage structures, commercial, institutional and industrial facilities. Mr. Sminchak is a 1997 graduate of Leadership Cleveland, past President and current member of the Board of Directors of the Cleveland Engineering Society, he is active in the American Council of Engineering Companies of Ohio where he served as a member of the Board of Directors, he is a member of Bluecoats, Inc., he is chairman of the Human Resource Task Force to Build Up Greater Cleveland and is a member to the Marymount Hospital Community Advisory Council.
Mr. Wade L. Blackburn, P.E. is a member of the Board of Directors and Sr. Vice President of the firm.  Mr. Blackburn is a Registered Professional Engineer and has more than 35 years experience in engineering, construction and administration of capital and maintenance projects, primarily for industrial steel and power facilities.  Mr. Blackburn serves on the project management committee of the Association for Iron and Steel Technology.

Mr. Brett A. Neff is Vice President and a member of the Board of Directors.  Mr. Neff holds a Bachelor of Science in Civil Engineering and has more than 14 years of design, project management and construction administration experience on capital and maintenance projects for government, commercial and institutional projects.  Brett is one of six founding members of the Northeast Ohio Chapter of the Society for Marketing Professional Services currently serving on the Chapter’s Board of Directors and as Treasurer, he is chairperson of the membership development committee and past chair of the marketing committee of the Cleveland Engineering Society, and is past President of the Alumni Board of Directors and currently serves as special trustee to the Ohio Northern University Board of Directors.

Mr. Theodore A. Beltavski, P.E. is Vice President and Secretary/Treasurer of the firm and serves as a member of the Board of Directors.  Mr. Beltavski holds both a Bachelor of Science in Civil Engineering and a Master of Science in Civil Engineering, is a Registered Professional Engineer in Ohi o, In diana and Vi rg inia , and has more than 20 years experience in design, project management and construction administration for capital and maintenance projects for manufacturing, process and power facilities.  Mr. Beltavski is Past President of the Association for Bridge Construction and Design’s (ABCD) Northeast Ohio Chapter and serves as Vice President and member of the Board of Directors for the Cleveland Engineering Society.
